How to fix a “broken” supply system

Johannesburg, South Africa (IRIN) – The current droughts in Europe and floods in the USA threaten yet another rise in cereal prices in the next few weeks, and serve as a reminder of the changing dynamics of the global food supply system.

Aid agency Oxfam in its new report, Growing a Better Future, says the global food system is ” broken” and warns that we have entered “a new age of crisis where depletion of the earth’s natural resources and increasingly severe climate change impacts will create millions more hungry people.”

It builds on projections by US-based think-tank International Food Policy Research Institute (IFPRI) to predict that food prices of staple grains will more than double in the next two decades.

Using economic modeling based on alternative future scenarios for agricultural supply and demand that take into account the potential impact of climate change, IFPRI has been projecting crop yields, food prices, and child malnutrition up to 2050 and beyond.

“Climate change, high and volatile food and energy prices, population and income growth, changing diets, and increased urbanization will put intense pressure on land and water and challenge global food security as never before,” said Mark Rosegrant, director of environment and production technology division at IFPRI.

“If agricultural production and policymaking continues down its present course, there could be severe consequences for many poor people in developing countries.”

In another 40 years traditional suppliers of certain cereals will change and so will food preferences in Asia as economic prosperity will wean people off a grain-rich to a more diversified diet.

“For Asian countries, we expect rice consumption to continue to decline – as it has been in Vietnam – from 168 kilograms per capita in 2000 to 119 kilograms per capita in 2050,” said Rosegrant.

Asian countries could end up exporting bigger quantities of rice mostly to African countries. The demand for staples will grow in least developed countries, but demand for maize and other coarse grains to produce biofuels will grow substantially in developed countries as well, the projections show.

But growing demand and limited potential to increase supply will force Asian economies, including India and China, to become net importers of grains and meat if there are no changes in the pressures on the food supply and policies, according to Rosegrant.

The USA, Canada and Russia will be able to sustain their production and remain big exporters. Australia’s performance depends on weather conditions which have affected yields dramatically in recent years. Brazil and Argentina will become increasingly important exporters. But food prices could go up 70 percent by 2050, he says.

Global prices are already high with a lot of uncertainties even over the next few months. “During the last food price crisis in 2007-2008, many of the major suppliers of staple grains were affected by environmental factors – as we have now,” cautioned Abdolreza Abbassian, secretary of the Intergovernmental Group on Grains at the UN Food and Agriculture Organization (FAO). The last crisis pushed up the number of hungry by almost a billion.

So how do you repair the “broken” food system? Three experts give us their five top policy fixes:

Christopher Barrett, a food aid expert, who teaches development economics at Cornell University in the USA:

– More money for research: Substantial expansion of investment in agricultural research capacity, especially in low- and middle-income countries. “The food price crises of recent years are the bitter harvest of a generation’s underinvestment in agricultural research to ensure that productivity growth keeps pace with demand growth.”

– Investment in renewable energy: Spend more to power irrigation in Africa and parts of Asia and Latin America. Provide low-cost liquid fuels to reduce transport costs and food marketing margins in more remote rural areas: and reduce diversion of prime agricultural lands into fuel crop production. “The energy crisis is linked to the food crisis and will become more closely coupled in the years ahead.”

– Reduce bureaucratic red tape and investment restrictions: This will improve the flow of money in agricultural marketing systems that could reduce large post-harvest food losses. “The world produces ample food; it just cannot distribute and store it well so as to meet needs equitably and efficiently.”

– Diffusion of genetically modified crop varieties: Help low and middle-income countries enact appropriate bio-safety standards to expand the use of genetically modified (GM) varieties that have proved effective in reducing losses to pests, increasing yields, and/or reducing agro-chemicals use.

– Reform US food aid and improve coordination among donors: This will eliminate restrictions that add costs and impose delays which undermine the efficacy of the world’s emergency food assistance system.

Mark Rosegrant, IFPRI:

– Increase investments in agricultural research to improve crop and livestock productivity; promoting GM crop varieties which have proven effective and are considered safe.

– Greater spending on agricultural infrastructure, especially rural roads and irrigation.

– Improve access to diversified, nutritious food and safe drinking water with good service delivery and safety nets.

– Spending on girls’ education, which has a direct bearing on food security.

– Promote the manufacture of ethanol – biofuel from sugarcane rather than from staple grains. “This will not only reduce pressure on grain to be used as feed for biofuel but provide a cheaper and greener alternative to fossil fuel.”

Gonzalo Fanjul, Oxfam’s senior strategic adviser:

– Manage the food system better by regulating volatile commodity markets and making them more transparent; bolster regional and national food reserves; and put an end to biofuel policies which reward companies which divert food into fuel.

– Invest in small-scale producers and protect their rights to land and other natural resources. Five hundred million small-scale farms in developing countries already support one third of humanity and offer the greatest potential to sustainably boost global yields.

– Recognize the crucial role women play in feeding the world by ensuring women are in positions of leadership in institutions where agricultural, food security and climate change decisions are made.

– Deliver a global deal that will ensure the world avoids the worst impacts of climate change, and helps poor producers adapt to changes already in the system.

– Introduce national and international rules that will stop investors and corporations undertaking irresponsible large-scale land investments which undermine vulnerable people’s access to resources and food security.

Tri-Valley University case gathers momentum with ministerial visit

Washington, DC, United States (AHN) – The United States reiterated its focus on “visa fraud” in the ongoing investigation into Tri-Valley University while the subject was highlighted during high-level visits from Indian officials to the U.S.

The latest efforts of Sushmita Thomas, Indian Consul General in San Francisco, on Wednesday resulted in the US Immigration and Custom Enforcement (ICE) de-tagging three more Indian students out of total 18, bringing the number to five.

Noting that ICE has returned the passport of these three students along with two others from whom radio tags were removed last week, Thomas elaborated that the students were taken to ICE by two immigration attorneys.

Both of the attorneys, Kalpana Peddibhotla and Manpreet Gahra, are from the South Asian Bar Association, which is cooperating with the Consulate to provide free legal aid for the Tri Valley students.

There has been a flurry of diplomatic activities over the last weeks, as more than 1,500 students of Indian origin await results of the ongoing investigation by the Department of Homeland Security into the murky waters of Tri-Valley University.

Indian Foreign Secretary Nirupama Rao met with U.S. Undersecretary for political affairs William Burn and Secretary of State Hillary Clinton this week.

Commenting on the meetings, Heide Bronke Fulton, director of the State Department’s Office of Press Relations, told All Headline News, “During these discussions the issue of Tri-Valley University was raised. This is the issue that the United States government takes very seriously. Our Department of Homeland Security is leading the investigation into the situation and has established a website to assist all students who are affected by the issue of fraud that has risen.”

Asked to sum up her advise to the affected students, Indian Foreign Secretary Rao told AHN, “To stay in touch with the embassy and the consulates —– to reach out to the embassy and the consulates and not to be afraid to reach out to embassy and consulates —- we are there to help you to try to seek a solution to your problems and to their parents back home similar message —- that we would do our best to help them and to take up their case with the US authorities —- we are there to help Indian citizens —- that is the primary responsibility and primary work of any diplomatic establishment abroad.”

Addressing journalists on Wednesday, PJ Crowley, the State Department spokesman, said, “We will work as cooperatively as we can with the Indian government as we move ahead here, but it’s hard to know exactly what is possible because the matter is still under investigation.”

Commenting on the phone conversation between Indian External Affairs Minister SM Krishna and U.S. Secretary of State Hillary Clinton over the weekend, Crowley said, “India has made the point, and we understand it fully, that students caught up in this, the risk is that they’ll lose a year of schooling and go through great inconvenience as this matter is being investigated. We do understand that and we have pledged our cooperation.”

During the State Department briefing Crowley said, “But we do recognize that there’s – are strong indications of visa fraud, and we don’t know who is involved, we don’t know how they got involved, but this has to be investigated fully, and we will do that.”

Over the weekend visiting Indian minister Krishna told journalists in New York, “We would like to assure that we have taken attempt with the authorities in the United States at the highest level and we have been assured that the students in the Tri-Valley – so called university will be dealt in all fairness – just not legalistically but taking into on the basis of humanitarian situations.”

“Our consul general in San Francisco has already provided legal assistance to some of these affected students,” added Krishna.

Indian Consul General Thomas told AHN, “We have been speaking to ICE repeatedly regularly – in fact we have been speaking to their principal chief investigator in this case and we have finally got them to agree that they would be dealing with this in a very humanitarian manner – not just a legalistical manner – and that in the cases where they are convinced that the students were not guilty – they would be willing to help them -either leave for India and then come back without prejudice or allow them to transfer to other universities and if their transfers get accepted or allow them a reinstatement of their visas if the universities from where they originally transferred accept them back.”

Calling the process “a long haul,” Thomas said, “I feel definitely it would be much longer than that–six to seven months or eight months but definitely there is a lot of hope and a lot of student whom we can possibly help to reinstate themselves and to get back to their studies.”

Over the weekend, a group of 25 students along with Mohan Nannapaneni, secretary of the Telgu Association of North American (TANA), met with Krishna to apprise him of the situation.

After the meeting, Nannapaneni told AHN, “We had a very lengthy meeting. The foreign affairs minister and the external affairs secretary listened to our concerns very carefully and a lot of students came and they gave a very clear description of their problems that they are going through.”

“Until we met the minister they didn’t even have an idea what exactly was going on here and the ministry and the government – they did not understand the urgency of this issue – now at least we have a feeling that they know the urgency of the issue and they are going to work quickly on it,” hoped Nannapaneni.

Praising TANA for supporting the students in distress, the Indian Consul General urged other community organizations to come forward with their resources to help these students.

India slams U.S. over radio tracking monitors put on Indian students

Bangalore, India (AHN) – The Indian government slammed U.S. authorities on Sunday for putting electronic monitoring anklets on Indian students suspected of buying student visas.

External affairs minister S. M. Krishna strongly condemned the actions of the Immigration and Customs Enforcement (ICE) and demanded that the electronic monitors be removed from the ankles of the Indian students of Tri-Valley University in Pleasanton, California.

The university, where most of the 1,555 students enrolled are from India, had been closed for allegedly selling student visas.

Krishna also demanded that the U.S. government punish officials responsible for the inhuman act.

The Indian government also sent a protest to the U.S. deputy ambassador in New Delhi.

The Telugu Association of North America reported to the Indian media that the ICE required some Indian students to wear the radio tracker so it could monitor their movements.

Ambiguous Pictorial Warnings Halt Indian Cigarette Makers

New Delhi, India (AHN) – Awaiting an impending decision on pictorial warnings to be printed on tobacco products, two major tobacco companies in India have decided to stop production of cigarettes. The government was expected to implement the warnings this month but no decision has yet been taken.

One of the manufacturers, the Indian Tobacco Co., makes popular cigarette brands such as India Kings, Gold Flake and Navy Cut across five manufacturing units. All five units shut down production Thursday. A spokesperson for the group said the closings were due to the government’s ambiguous stand on pictorial warnings.

The other company, Godfrey Phillips India, has also stalled production across two of its units that manufacture brands such as Four Square, Red & White and Cavanders.

The Indian Ministry of Health and Family Welfare notified the cigarette manufacturers in May that pictorial warnings depicting a cancer-ridden mouth would be a must for all tobacco product packages beginning Dec. 1.

Director of the Tobacco Institute of India, Udayan Lall, said, “Companies making cigarettes and bidis have been forced to close down production due to the uncertainty regarding the warning.” He further informed that the manufacturers had written to the ministry, asking for a clear decision but the government had been unable to do so.

ITC earns revenue worth millions of dollars per day from cigarettes, which is 40 percent of the company’s total revenues and as much as 80 percent of its profits.

Meanwhile, the government is believed to be considering a request from the tobacco industry to allow it to finish its present stocks, which are without the mandated warning. The companies also want the authorities to increase the length of time a particular pictorial warning is shown on the cigarette packets, which the government seems to be “actively considering.”

India Celebrates National Education Day

New Delhi, India (AHN) – India celebrated National Education Day Thursday with a range of events organized throughout the length and breadth of the country. The main function was organized in New Delhi with the vice president of India, Mohammed Hamid Ansari, the chief guest for the occasion.

The event, held at the Vigyan Bhawan, a premier government convention center, was organized by the Ministry of Human Resource Development, which celebrates Nov. 11 every year as National Education Day to commemorate the birth anniversary of Maulana Abul Kalam Azad, the first education minister of an independent India.

After inaugurating the function with lighting of the traditional lamp, Ansari called the attention of the concerned ministry as well as the government of India to the tenets of the education system as visualized by the founding fathers of the Indian democracy, including Maulana Azad.

Referring to Azad as an exceptional academician, a dedicated freedom-fighter and a remarkable visionary, Ansari recalled Azad’s views on the significance of education in independent India. Quoting Maulana, he said, “The democracy cannot function while its citizens remained illiterate.”

Ansari asked the government to focus on the issues pointed out in the Mid-Term Appraisal of the 11th Five-Year Plan of the country. He highlighted issues such as teacher absenteeism, teacher-student ratio, and the need to address equity concerns for the disadvantaged and vulnerable social groups.

At the same time, the vice president applauded the HRD ministry’s efforts to ensure “universalization of education” through the Right To Education Act, passed in 2009.

Kapil Sibal, minister for human resource development, stressed that a “paradigm shift” was required in the way children are taught in the schools. He said, “Education should be child-centric, instead of being exam-centric as it seeks to mushroom each child’s genius.”

Among others present were Davidson Hepburn, president of the General Conference of UNESCO; David Willets, United Kingdom’s minister of state for universities and science; Dr. D. Purandeswari, minister of state for human resource development and Vibha Puri Das, secretary of higher education.

Obama Cautions U.S. About Global Educational Race

Washington, D.C., United States (AHN) – President Barack Obama on Wednesday cited an “educational arms race” with growing nations such as China and India, warning that America cannot lose sight of this if American economy wants to rejuvenate itself.

“There’s an educational arms race taking place around the world right now — from China to Germany, to India to South Korea,” warned Obama in remarks at the Rose Garden in the White House.

“Cutting back on education would amount to unilateral disarmament. We can’t afford to do that. The nation that educates its children the best will be the nation that leads the global economy in the 21st century,” he added.

Outlining all the proposals his administration has been putting in place, Obama stressed, “American Opportunity Tax Credit — a college tuition tax credit worth up to $2,500 a year,” for middle-class families.

Obama called upon “Congress to make this tax credit permanent so it’s worth up to $10,000 for four years of college.”

In the presence of some of the college students and their parents, whom he had met earlier, Obama told his audience, “We’ve got to make sure that in good times or bad, our families can invest in their children’s future and in the future of our country.”

Citing from a report from the Treasury Department, Obama said, “Over our first year in office, we’ve increased tax cuts for higher education by over 90%, and we’re helping the dream of a college degree — putting that dream within reach of more than 12 million students from working families.”

Obama criticized the Republican moves for budge cuts “on education by 20%,” saying, “That means reducing financial aid for eight million students and leaving our community colleges without the resources they need to prepare our students for the jobs of the future.”

“Nothing would be more shortsighted,” observed the president.
